...Honestly, that's about the only thing that hasn't been tried for most of the insane that a city I'm in keeps trying to deal with.

Don't accept a mysterious death. If they fall in the water or off a building? Find the body. Don't find the body? They're alive. Roast the body. Cut it up into tiny pieces. Scatter the pieces. Honestly. The crazy ones? Do not die easily, and you can never assume they're not coming back, so always keep the ammo stocked.

Oh, that's easy. Just be prepared for attacks of vengeance and such.

Defeat him in battle but don't kill him, which will prompt him to go get stronger and challenge you for "what's rightfully his." Or you could throw him in a mental institute. Or you could banish him to some remote, abandoned place or planet.
