That is what I believe too, but frequently I see children convicted as adults. One case on the news, an eleven year old may be considered as an adult.

Winces. A child that age doesn't have an adult's understanding or
impulse control. I've seen that happen, too, and even for teenagers, I can't think it's right.

Yes, and teenagers especially. They are notorious for poor impulse controls.
