I think it is dependant on the child and the race of the child. For humans, I'd say none are even remotely adult before 16 or 17. After that depends on the person in question.

Depends on if he knew it was wrong to kill and the consequences of his actions would be death and not legal. That's how humans judge it usually. If he knew it was illegal and did it anyway or it was premeditated then he'd be tried as an adult here.
