Can she do that? I mean isn't there something that can be done about unprovoked harassing of a civilian simply doing their job? I believe it's in section *reaches for the book and flips through it* 609.749, which states harassment as repeated, intrusive or unwanted acts, words or gestures that are intended to adversely affect the safety, security or privacy of another, regardless of the relationship between the actor and the intended target.
