Todd stood there in a relaxed military pose with his hands clasped behind his back. He had no real expression except in his eyes. That was the only place the confusion showed.
He didn't really fit in either. He was just over 6'6" and the name Todd and a series of numbers as well as a pair of chevrons were tattooed on his cheek. If she watched closely as he moved closer and off to the side she might notice he wore a gun at his back still strapped in the holster.
He still watched the kids and seemed to be especially curious about the monkey bars and the other climbing equipment more than the rest of the park.
*uh oh, gun....gun near kids = NOT GOOD...although this fact distracts her just enough for her to lose her balance, skateboard and drink go flying and she lands on her back* ...ow...
*very much intending on dialing 911 once she gets herself upright again and gets a hand on her cellphone*
Todd turns toward the "accident" and actually takes a couple steps toward her. He pauses looking her over quickly then comes closer she didn't seem hurt so he goes and retrieves the thing she was standing on. When he comes back he just drops it beside her. He's trying to be nice but he really isn't good at it.

*does a jump off, then back onto the curb*
*slightly suspicious about grown man watching kids at play, trying to observe without appearing to watch*
