There's this group of people who goes around torturing and killing, and we've a pretty good idea of who's in it, but we haven't any proof that any of them are, and there's nothing we can do to stop them without proof. Unless we catch them at it, and that's not likely. We're not likely to get proof either, as long as the Ministry refuses to acknowledge that there's a problem and do anything about it.
