The Doctor reels in another fish, it's a nice sized one and he goes to take it off the hook. "No, no it's not. You were driven mad for a war with them, and we're without a home. We should find a park to paint the grass and trees to match Gallifrey's."
He misses home, places like these make it even harder on the Time Lord. He feels sad for the people that died that day due to someone's stupidity. "I bet you could catch lots of fish with lightning. "
"Well the sunset would make it feel like home," The Doctor makes plans to paint a plot of Central Park and he's going to make sure he finishes near sunset. "It will feel like home that way."
The Doctor watches, there's a smile on his face at the sight of the fish coming up from the depths of the lake. "I bet you're going to eat those."
"I mean we need the buildings to be the spires, so yeah sunset would work even if it doesn't last long," The Doctor says, he still feels terrible for the jogger he made into a wish bone.
He peers around the shores, nope likely nobody would but he'd feel bad. "Course, you can eat the fish. If you run out of fish you can just zap the water again."

"I felt that entire universe collapse Koschei. I hurt a friend, well Jack's good he's got thick skin and forgave me for that one," The Doctor had terrified Jack with that fit of anger and rage. "I heard the screams echo across time and space, the screams of billions and billions." He lowers his head to look down at the water that's making his once bright yellow trainers dirty. "Still like the idea of painting Central Park. I think there's some never fading paint in the Alpha Centauri system, I 'll get some and we can paint the spot the TARDIS park."
Trust me, I understand what madness is like. And you didn't do anything too horrible, did you now? Sure, you got me someone to eat. But you could've burned the world, and you left it alone.

There's a big tug at the line on his rod, and away it goes. The Doctor lifts head up, and he can't help to think. "Naw, even I know the Loch Ness monster isn't real."
"I'll do just that, I hope you plan to make Central Park into our own Gallifrey with me."
