Well. No. Oh, it's nothing too bad, really, and it's no good complaining- it's just that the level of bureaucracy at the Ministry is absolutely insane at times, not to mention incredibly cumbersome. There are so many boxes to tick and people to go through- assistants and deputies and committees and secretaries- it's a wonder anything gets done.
