Birthday wishes? I don't understand that.

To give someone a birthday wish or to make a birthday wish? Which one?

The latter.

Maybe it's to give someone hope that with the year to come a wish will be granted to them?

*shrugs* Mortal birthdays are a mystery to me. I stopped counting birthdays a long while ago.
