I know that's the truth, they're still pissed off about what happened on Kronos with Khan. [ Kirk looked up towards the sensors, and he was sure if the Klingons were going to blow them out of space they would never know what hit them. ] And, command is understandably nervous that The Klingons will eventually declare war on Earth.
