Who does?

Almost everyone. Federal agents, cops, friends. A bright smile and a sweet voice and most don't think about whatcha can do or who y'know.

Well then they aren't very smart now, are they?

It's Gotham, that sort of sums it all up neatly.

They let that blasted Bat run wild, what smarts do they have? And Maroni's men belonged t'Falcone and we saw how smart he was.

There are some of us who are trying to fix all of that, Miss...?

Quinzel. Harleen Quinzel. I've seen your ads.

What I don't get is why we're supposed t'believe in Harvey Dent.

Because I believe in Gotham - more specifically, in change for Gotham. I believe there are good citizens in this city who want to see it made a safe place for their children, and I believe that we can make that happen.

Given what Falcone did t'this town. How it's been like this since what? When the senior Wayne died? How can y'believe that, Mista Dent?

Thomas Wayne is a prime example of people who wanted to better the Gotham City we live in. The villains in this town would like everyone to think his kind doesn't exist any more, but I know that they do. His son is a great example. We're working with Bruce Wayne and with other ordinary citizens to show Falcone's ilk that the only place for them in Gotham is in jail or at Arkham.

I'll give you the fact that it's been a dark time for Gotham, Ms. Quinzel, but it's always darkest before the dawn.

Brucie? A nice man but not sure I'd say he was up to his Father's shoes. He disappeared on this city and let it keep fallin'. A bit too little, too late, doncha think? What happens when he decides it's too much and bails again?

We? Are you encouragin' the vigilante Batman then? Truly what difference is there in him takin' the law into his own hands and the average citizen? Like me?

I'm not encouraging the Batman, Ms. Quinzel...But...neither am I...discouraging him.

It's a complicated subject. The police are actively searching for him. If they apprehend him and turn him over to my office, I'd have to make sure he gets handled appropriately.

As appropriately as he's been handled up t'now? As a citizen of Gotham, he doesn't make me feel safer. Not when there are vendettas that end with good people being killed.
