That's because a river consist of quickly moving water particles. They don't have the ability to perceive time. Only whether they're moving or not. Temperature.

It's a branch of physics investigating amd detailing the processes of atoms, photons, quantum states and quantum superpositions among others. It was first suggested by Max Planck in the 1900s and continued on by physicans like Albert Einstein with his theories regarding the photoelectric effect.
