'Wrong' may or may not be the point. 'Stupid' is more the point. As someone who's been in that position, I can tell you the following: it never stays a secret, someone invariably winds up hurt either emotionally or professionally or socially and most likely a combination of all three, and in the end it's not worth it.
As a teacher? It's morally wrong, more for those on my side than on a student's side. I think a lot of it depends on the situation; if it's a teacher and a student who have a class together, and the student isn't of legal age to consent to a sexual relationship, obviously - it's not only wrong, but it's illegal. I think that it can change when you reach a higher educational level, like a professor and a student. Not that I encourage behavior like that, but I think there's a different level of - maturity involved there, than there is in high school.
