Yes, time does unveil much that we do not know. Do not lose faith if they do not arrive perhaps you could present it to them in a more proactive manner?

I refuse to accept any apology that he doesn't know why he's offering it.

We do not always know why we must give an apology when we feel the need to in our hearts. A nudge in the right direction perhaps would be appropriate. If we refuse to teach others those which mean the most to us they will never know and it is we who are at fault for ignorance. His thoughts are sincere even if he knows not why he has them.
