Most of the time, you set up the circumstances that lead to your "luck." If not, you choose how to react to the situation, which sets up the rest of the sequence of events. Most "bad luck" is a pattern, and it is your job to recognize the pattern and stop it.

That doesn't make it "luck" either. It just happens. Their reaction, though, does still set up the rest of what will happen, so they are not held accountable for what happened, no, but they control what happens next.
